Operating a vehicle without a valid driver’s license has always been illegal in the UAE, but starting March 29, 2025, the consequences are getting tougher.
A new regulation, Federal Decree-Law No. (14) of 2024 on Traffic Regulation sets sharper penalties for those who take the wheel without proper authorization.
What’s Changing?
Under Article 37, Sub-Article (2) of the new decree, anyone caught driving without a license or using a license that doesn’t permit them to operate a specific type of vehicle faces:
• Imprisonment for up to 3 months
• A fine ranging from AED 5,000 to AED 50,000
• Or both
Repeat offenders won’t get off easy.
In the case of recidivism, penalties jump to:
• A minimum of 3 months in jail
• A fine between AED 20,000 and AED 100,000
• Or both
While these changes align closely with previous regulations, the key difference is the increased upper limits of the fines, signaling a tougher stance on violations.
Foreign Licenses Aren’t a Loophole
Think carrying a foreign license gives you a free pass?
Think again. Driving in the UAE with a license issued by a foreign country not recognized by UAE authorities is also a criminal offense.
Under Sub-Article (1) of the same law, first-time offenders face fines between AED 2,000 and AED 10,000.
But repeat the offense, and the consequences jump to a minimum of three months in jail and a fine ranging from AED 5,000 to AED 50,000.
In other words:
If your license isn’t recognized in the UAE, it’s as good as having none at all.
